Steven P. Solow,
Founder and Principal
Before founding Solow PLLC, Steve served in public and private sector leadership positions. As Chief of the Environmental Crimes Section at the U.S. Department of Justice, he oversaw the work of prosecutors nationwide, and was selected for the Senior Executive Service. In the private sector, as the chair of a national practice group, he oversaw the work of attorneys managing national and international white collar cases and investigations.
Throughout this time, he has focused on the challenges of compliance with complex regulatory programs, with a focus on environmental and safety law. His counsel, as well as his advocacy, has been utilized by some of the world’s largest entities.
A prolific writer and speaker with a strong commitment to legal education, he has taught as a full-time law professor for four years and has been an adjunct law professor for the Pace Environmental Law program since 1997. He currently serves as a Senior Fellow for New York University Law’s Program on Corporate Compliance and Enforcement and a Senior Fellow of the Zicklin Center for Governance and Business Ethics at Wharton. He has dedicated significant time and energy to a range of pro bono matters.

Steven P. Solow founded Solow, PLLC in 2024 after practicing for more than 20 years as a partner at leading U.S. law firms preceded by service as a federal and state prosecutor and full-time law professor. He focuses on white collar defense, internal investigations, incident and crisis response, corporate compliance, monitorships, and environmental civil and criminal litigation.
Steve’s clients benefit from the breadth and depth of experience and knowledge acquired in his public and private sector work. He is called upon for his ability to manage legally and technically complex matters while having the perspective to identify practical solutions . Steve advises and represents organizations that range from Fortune 50 corporations to small privately held businesses. They reflect a wide range of industries including chemical, energy, utility, construction, insurance, finance, homebuilding, pipeline, maritime, and technology. He also represents individuals, municipalities and NGOs. He has been, and has overseen the work of, court appointed monitors.
In private practice he served as a national practice chair and served on a law firm executive committee. Before entering private practice in 2002, he was a Visiting Professor and Co-Director of the Environmental Law Clinic at the University of Maryland School of Law. Before that, he served as Chief of the Department of Justice (DOJ) Environmental Crimes Section, where he supervised more than 30 federal prosecutors and oversaw the prosecution of environmental criminal cases nationwide. During this time he was selected for the Senior Executive Service of the federal government.
At DOJ, his work included directing a federal agency and prosecutors investigating and prosecuting domestic and foreign criminal groups smuggling ozone-depleting chemicals into the United States. In a separate initiative, related to the investigation and prosecution of ocean pollution crimes, he was awarded a Public Service Commendation from the United States Coast Guard. He served on the U.S. Attorney General’s White Collar Crime Council, working closely with U.S. Attorney’s Offices, federal investigative and intelligence agencies, Interpol, and state, local and foreign law enforcement agencies.
Before joining the DOJ, Steve was Professor of Law for Environmental Law and Co-Director of the Environmental Litigation Clinic at the Elisabeth Haub School of Law at Pace University. He has continued to serve as an adjunct professor for Pace’s Environmental Law program, founding and teaching the law school’s Washington DC Environmental Externship program since 1997.
He began his career as a prosecutor with the New York State Organized Crime Task Force. His work involved complex criminal cases, including RICO prosecutions, the use of electronic surveillance and the prosecution of fraud, corruption, narcotics, loan-sharking, and illegal dumping of waste. He also served in the Task Force’s appellate section. After law school he clerked for the Honorable Harold L. Murphy of the U.S. District Court for the Northern District of Georgia.
